Oseltamivir Outbreak Supply Protocol
Objective: Ensure timely and efficient supply of oseltamivir to Personal Care Home (PCH) residents during influenza outbreak situations.
In the event the Medical Officer of Health (MOH) declares an Influenza outbreak and approves oseltamivir prophylaxis, resident treatment/prophylaxis with prepositioned oseltamivir should start without delay.
Responsibilities:
1. Each PCH should ensure stat stock supply of 1 box of 10 capsules each of oseltamivir 30mg and 75mg before influenza season and maintain stock. Oseltamivir from the STAT stock is to be used to initiate treatment doses for the first symptomatic/influenza positive resident(s) in consultation with site/resident primary care practitioner (PCP).
2. The outbreak PCH will refer to the PCH Antiviral Dosing Spreadsheet to determine how many boxes of oseltamivir 30 mg and oseltamivir 75 mg are required for the unit(s) requiring prophylaxis.
3. To procure antivirals:
3.1 During Pharmacy Working Hours- The outbreak PCH will contact the most convenient regional hospital pharmacy to obtain enough doses of oseltamivir until the Provincial Vaccine Warehouse can deliver the remaining oseltamivir supply. Minimum of 48 hours stock is recommended.
3.2 After Pharmacy Hours – The outbreak PCH will place the order the next morning with the most convenient regional hospital pharmacy that is open. Please reference chart below for days and hours of operations. Ensure to call during hours of operation only. No one is available after hours to answer calls. Please note: Bethesda Regional Hospital is the only pharmacy that is open 7 days a week and on holidays. Obtain enough doses of oseltamivir until the Provincial Vaccine Warehouse can deliver the remaining oseltamivir supply. Minimum 48 hours of stock is recommended.
3.3 The regional hospital pharmacy staff will package the requested stock for transport only. They will not be responsible for clinically checking any orders pertaining to the use of the stock, calculating doses or calculating required stock to transfer.

4. At the same time, the PCH in outbreak is to place an order for remaining required oseltamivir supply from the Provincial Vaccine Warehouse to be sent the next business day.
4.1 To place an oseltamivir order by email, send to: [email protected] cc: [email protected], [email protected], [email protected], [email protected]
- The subject line should read: “URGENT: Oseltamivir Order for _ DELIVER BY ”
- The body of the email should include:
- PCH name and holding point number
- Lab confirmed organism implicated in the outbreak
- Name of the site Medical Director or Manitoba Health Officer (MOH) who approved the oseltamivir prophylaxis
- Number of boxes of each oseltamivir 30 mg and 75 mg required
- Please indicate that interim supply was used from the pre-positioned SHSS stock
- Contact person at the PCH and phone #
- Delivery instructions (e.g., delivery address, entrance, cell phone number, buzzer, door code, etc..)
- These emails are monitored during regular business hours Mon-Fri until 4pm.
5. The Provincial Vaccine Warehouse can also be contacted by phone at (204) 948-1333.Pharmacy Responsibilities: Transportation- The regional hospital pharmacy will coordinate transport.
5.1 Consider using the internal SHSS courier service during business hours.
5.2 Alternative options include:

- Information Required:
- Address for pick-up location
- Address for delivery location
- Contact name at delivery site
- Description of package for delivery (e.g. 1 box, less than 5 pounds)
- Discuss a reasonable time frame for delivery. Is the delivery urgent that Straight A Transfer must make it an immediate priority or is delivery within the next 12-24 hours acceptable?
- Straight A will invoice SH-SS. Please specify which program (such as pharmacy) or unit/facility made the request on the invoice.
- Staff/or site volunteer transport as reasonable and willing.
6. Replenish Prepositioned Stock
Regional Hospital Sites will replenish stock directly from the Provincial Vaccine Warehouse via email as soon as possible.
- This stock is to be kept in the pharmacy, separate from general stock and labelled for “Outbreak Use Only” as declared by MOH.
