Provincial Patient Flow | Announcements
As part of our ongoing efforts to support system coordination, improve patient flow, and enhance collaboration across the province, we are expanding our team and are excited to announce several new positions and appointments.
To enhance coverage and ensure timely support across the system, we are adding three 0.5 EFT positions that will work on a rotation to provide evening and weekend coverage. In addition, we are hiring casual positions to provide relief support as needed.
At this time, we have successfully filled one of the 0.5 EFT positions and two casual positions. Recruitment to fill the remaining EFT position is ongoing, and we look forward to sharing further updates as that process concludes.
I am also pleased to announce the following appointments:
Manager of Provincial Patient Flow (0.5 FT) – Terra Buisse RN, BN, BSc. Terra is a Registered Nurse who has most recently worked as Manager of Health Services for the Mother Baby Unit/Labor and Delivery at Shared Health’s Health Sciences Centre Women’s Hospital. She brings to the Provincial Patient Flow team a strong foundation in clinical care, education, simulation, and health system coordination. Throughout her career, Terra has worked as a bedside nurse in mother–childcare, a clinical education facilitator, skills and simulation instructor, and Nursing Coordinator with the University of Manitoba’s College of Nursing, where she collaborated extensively with clinical sites and partners across the province.
Manager of Provincial Patient Flow (Casual) – Nancy Mohr BSW Nancy brings extensive experience in patient access, transitions, and system flow across acute, community, and long-term care settings. She currently serves as Director of Patient Access and Transition with the Winnipeg Regional Health Authority, where she partners with acute care and community teams to support timely discharges, address barriers to flow, and strengthen coordinated transitions across the system. She also brings experience in social work, case management, and facility operations, as well as strong expertise in capacity management, data analysis, and flow tools.
Manager of Provincial Patient Flow (Casual) – Kathy Kwiatkowski RN BN Kathy brings extensive leadership experience in patient access, utilization management, and capacity coordination across acute care and regional systems. She currently serves as Director of Patient Access and transition with the Winnipeg Regional Health Authority, where she leads the development and implementation of policies, protocols, and standardized practices related to admissions, transfers, discharge, and central bed access. Prior to this, she held progressive leadership roles including Manager of Patient Care and Interim Medicine Director at Grace Hospital, and Utilization Facilitator within the Surgery Program at Health Sciences Centre.
The robust and diverse experience of new team members will further strengthen the Provincial Patient Flow team’s ability to support coordinated, safe, and effective care across the province.
All new incumbents will be working out of the VECTRS site to support ongoing collaboration and close partnership with their team.
These additional resources will enhance our ability to support health regions and system partners through coordinated approaches to patient flow, including improving transitions of care, supporting complex discharge planning, and strengthening system responsiveness during evenings and weekends.
