PHLRS and MNU have finalized the process for the MNU Full Time Salary Enhancement incentive. This incentive takes effect on April 1, 2025. Kindly note the three following documents:
Hold an EFT within one of the eligible classifications (LPN, ORT I, ORT II, Nurse II and Nurse III and CRN/Charge Nurse), and;
Work additional available shifts as a casual at one of the affiliate sites within Southern Health-Santé Sud: Villa Youville, Rock Lake Health District, Rock Lake District Personal Care Home, Prairie View Lodge or Menno Home.
Part-time nurses of affiliates sites (Villa Youville, Rock Lake Health District, Rock Lake District Personal Care Home, Prairie View Lodge or Menno Home) who:
Hold an EFT within one of the eligible classifications (LPN, ORT I, ORT II, Nurse II and Nurse III and CRN/Charge Nurse), and;
Work additional available shifts as a casual at any of the facilities or sites listed under MNU Appendix D – Southern Health Direct Operations.
Once completed, this form should be submitted to . Labour Relations will review the form, verify the information and forward to the affiliate site where the nurse has identified they hold casual status. Nurses who meet this criteria will be considered “Casual Plus” for purposes of calculating the FT Salary Enhancement, as well as for scheduling purposes*
*There are updated MNU Schedule Guidelines that will be communicated shortly that will also reference “Casual Plus” nurses and how they are to be incorporated into the scheduling process. We anticipate PHLRS presentations on these changes to be scheduled in the very near future, which will be forwarded onto leadership to attend.
Managers may also see a surge in part-time and casual nurses requesting increases to their EFT in order to meet the criteria for this incentive. If you need support in reviewing those requests, don’t hesitate to contact Labour Relations.

Staff Announcement: Associate Chief Medical Officer
I am pleased to announce that Dr. Timothy Gosselin has joined our leadership team as Associate Chief Medical Officer (ACMO). In this role, he will support regional medical leadership and oversee bed management operations across our hospitals.
Based out of St. Pierre-Jolys, Dr. Gosselin brings extensive experience in both clinical care and medical leadership. He has served as the previous Chief of Staff for Centre de santé Notre-Dame Health. Most recently, as Medical Lead – Transformation, he has played a key role in leading teams across multiple disciplines and clinical programs. Additionally, his frontline experience as a rural family physician will provide invaluable insight into the realities of patient flow and capacity management.
His key responsibilities as ACMO will include:
Supporting physician leadership across the region
Enhancing patient flow and capacity management
Continued support for Medical Transformation
Supporting recruitment, retention, and professional development of physician staff
Networking with primary care

Staff Announcement: Regional Lead – Community & Continuing Care (Interim)
I am pleased to announce that effective immediately, Stephanie Rozsa will be the interim Regional Lead – Community & Continuing Care.
Stephanie holds a Bachelor of Nursing, and began her nursing career at the Vita & District Health Center and Vita & District Personal Care home in 2012. She held multiple roles as a direct care nurse, Clinical Resource Nurse and Manager in Vita. Since 2022, Stephanie has been the Director, Health Services – Personal Care Homes – East where Stephanie displayed strength in leadership, connections to community and stakeholders, and a passion for Long Term Care.
We are thrilled to have Stephanie join the Senior Leadership team!
Occupational Health Infectious Disease – policy and supporting document update
Our Regional IP&C Team has updated the Occupational Health Infectious Disease and Upper Extremity Supportive Device Work Restrictions Standard Guideline and the Occupational Health Illness, Restrictions & Precautions Table. We used two main references when updating the table, namely:
Some of the changes were made to provide more clarity, while others were made to align with these reference documents. Our MOH, Dr Davinder Singh, has reviewed and approved all changes made in the table.

How long have you worked in health care? Tell us a bit about your career path and how you came to be where you are today. I have been in health care for 27 years, starting as an Health Care Aide (HCA), then to an Licensed Practical Nurse (LPN), and onto an Registered Psychiatric Nurse (RPN). I have worked in long term care, correctional nursing, palliative care and mental health & addictions. Leadership has always interested me. I trialed a term as Manager of the Seniors Mental Health program which led me to where I am today.
Tell us about your leadership style or an example of leading your team through adversity. The leadership style I strive to hold is one of collaboration and a true belief in teams. As I have grown in my leadership career I have seen the best results come from working alongside others, and not always steering the ship independently. At times you are required to steer on your own, but I have learned how to do this from colleagues, patients, residents, clients and families from past and present.
Do you have any interests or hobbies you might like to share? What do you do for fun? I took up golfing a few years ago. Turns out it is something I really enjoy! My husband is my favorite golf partner – he has a great amount of patience as I learn to play the sport. I am also a massive animal lover and currently have two four legged kids, our cat Silvie, and the newest addition, our dog Rudy.
This summer we are venturing into the world of camping, so I am very much looking forward to this, as I enjoyed camping as a child. There is nothing better than being outside in the summer in Manitoba and I cannot wait for some time in the sun!
Where did you grow up? And, what are some of your favorite things about Manitoba? I am born and raised in Portage la Prairie, MB. Some of my favorite things about Manitoba include the diverse landscape, our beautiful seasons and most importantly the people!
What is the best advice that was ever given to you as a leader/or health care professional? Never stop learning, listening and always be kind. This is what I live by and hold myself to each and every day.
If you could impart one piece of advice to an aspiring leader what would it be? Respect others and give your full attention in all interactions.
Do you have a memorable moment that you would like to share about your health care journey? There are so many memorable moments I could write a novel, that would most likely turn into a series. I have had the privilege of working with and caring for so many people throughout my career and each person has taught me something along my journey. I am thankful to those during my many times within my student placements within HCA and nursing training that took the time to be my preceptors, as these times are some of my most memorable moments.
The creation of the Rapid Access to Addiction Medicine (RAAM) Clinic in Portage la Prairie is also one of the experiences that I hold very close to my heart. This was something that I had never dreamt I would have the honor of being a part of. Everything I learned through that experience will be an important part of my journey moving forward.
