I am pleased to announce that Loreley Fehr is the new Director, Health Services – Public Health-Healthy Living effective Monday, January 13, 2025.

Loreley holds a Master of Nursing and has been with Southern Health-Santé Sud for over 10 years, and most recently as a Manager within the Public Health-Healthy Living Team. Loreley’s past accomplishments include leading a multidisciplinary team, and as the designated immunization lead, directed the planning and support of the various flu, COVID and school immunization programs within the region.

Please join me in congratulating Loreley and wishing her much success in this new venture!

VPP is a requirement for all staff – see below outlining which units’ are required as part of your position. VPP is required every 3 years.

Learning Management System (LMS)

  • Go to the LMS log in page (Your pop-up blocker must be disabled.)
  • Create an LMS account (if you don’t already have one). A work email address is required.
  • Log into the LMS.
  • Use the Search feature (top right) to find “Violence Prevention” and then click register on the units you are required to take.
  • After you have registered for the courses, click on the “learning plan” tab to find the course and launch it.

If you are having issues with your log in please contact IT.

If you are having issues finding the units to complete once logged in contact the Education Facilitator at your site.
After taking all applicable units on the LMS, staff are required to provide their certificate of completion from the LMS to their manager along with a Request for Leave (RFL) with the total paid time indicated in the table above to be paid for the education. If completing the education while on duty, an RFL is not required.

Please note: This change is for IFTs from facilities in rural and northern Manitoba. The process within the WRHA remains status quo.

A new webform is now available for submitting requests for Inter-Facility Transports (IFTs) through the Virtual Emergency Care and Transfer Resource Service (VECTRS).

Up until now sending health facilities have only able to request IFTs 24 hours in advance. Since November 5, 2024, when VECTRS assumed the responsibility for the triage and prioritization of IFTs, it has become apparent a change is required to improve the utilization of ambulances and stretcher services, to reduce the number of cancelled or rescheduled appointments, and to reduce the need to call (and often wait) to request IFTs.

What is Happening?
To mitigate those challenges, a webform has been created that will enable IFTs to be requested greater than 24 hours in advance of the scheduled appointment where the transport requires a ground ambulance, air ambulance or stretcher transport service. All patients must be medically stable.

The form is located on the VECTRS web page.

We anticipate this form will make the process easier for sending facilities who will now be able to request IFTs further in advance, allowing for better management of expected workloads, a reduction in the amount of calls and fewer last-minute cancelations of appointments which negatively impact patient care.

The process for same-day or unstable patients has not changed – call VECTRS 204-949-4000 to request the IFT.

We greatly appreciate your support in facilitating this change. We appreciate the timing directly before the holidays may not be ideal however we feel this is an important, value-added service that will help sites over the holiday season and beyond.

For Manitoba clinical & public health practitioners & other Relevant care providers

Beginning Jan 1, 2025, new cases of syphilis detected by the Cadham Provincial Laboratory (CPL) using serologic techniques will no longer be routinely confirmed by Treponema pallidum particle agglutination (TTPA).

All syphilis serologic investigation tends to begin with the CMIA syphilis screen test. As a rule, syphilis cases (beyond the early incubation period) will be positive by CMIA syphilis screen test. All screen test positive individuals will then have syphilis titres checked using the Rapid Plasma Reagin (RPR) test. Most new cases of syphilis have mid- to high RPR titres, and in the past have uniformly confirmed using TPPA. TPPA confirmation will no longer routinely be performed on these types of specimens.

TPPA confirmation will continue to be routinely be performed in the following circumstances:

  • CMIA screen positive but RPR negative specimens
  • Borderline CMIA positive specimens, regardless of RPR titre

Retrospective studies of recent CPL syphilis serology indicates that these scenarios benefit the most with the addition of TPPA confirmation.

In general terms, there should be little to no impact to clinicians or public health practitioners with this change. If you feel you have a case that requires further investigation with TPPA, please contact CPL or the CPL physician on-call to discuss.

There are regional and provincial reports of a clinical practice issue with B.Braun blood administration intravenous (IV) tubing (product #363419, SH-SS SKU 01358) and not being able to puncture through the ports on units of packed red blood cells (PRBCs), resulting in wasted units of blood.

Shared Health Provincial Patient Safety, Shared Health Blood Management and Canadian Blood Services are working on a solution to the issue. Until a solution is available, clinical direction is to continue using B.Braun blood administration IV tubing sets and that units of blood should be placed on a flat surface and punctured using a rotating 10 to 2 wrist motion. Staff are requested to document and report all product issues and blood wastage to assist with the tracking and analysis of the issue. Staff are encouraged to discuss any questions and concerns with their manager/supervisor.

Nursing Practice Council graphic

The Nursing Practice Council accepted 5 new members in response to October 2024 Expression of Interest. There are three remaining vacancies:

  • Personal Care Home (PCH)/ Transitional Care – 2 positions
  • Mental Health & Addictions – 1 position

Another year-end is in sight and that means year-end deadlines for Accounts Payable and Accounts Receivable.

Accounts Payable:

To ensure all invoices for the 2024/2025 fiscal year are entered, they need to be received by the Southport accounts payable department by Thursday, April 10th, 2025. To ensure the deadline is met, you will need to receive the invoices from the department managers, etc. before this date to give you time to batch and send them.

Please send accounts payable batches as they are ready, do not keep all your year-end payables right to the end of the cut-off date.

Process for 2024/2025 invoices after the April 10th, 2025 deadline is as follows: Between April 11th and 24th, 2025 (inclusive), invoices for the 2024/2025 fiscal year are to be batched separately from the new fiscal year. 2024/2025 invoices are to be sent to accounts payable as per usual process but please ensure that you cc: your Junior Accountant or Business & Finance Analyst for possible accrual. Please make a note in the comments portion of your batch header that this batch contains prior year invoices.

With the beginning of a new fiscal year April 1st, 2025, it is necessary to modify our batch header numbering. The format to be used for the year 2025/2026 will be XXAP6XXX. For example, your first batch headers for April 2025 invoices would begin XXAP6001, XXAP6002, XXAP6003, etc.

Accounts Receivable:

Please ensure that the last of the receivables for 2024/2025 are received by the La Broquerie accounts receivable department by Thursday, April 10th, 2025.
Please send Patient Care Reports (PCR’s) for ERS and miscellaneous accounts receivable requests as they are ready, do not keep all your year-end receivables right to the end of the cut-off date.

Accounts receivable invoices for 2024/2025 (excluding donations) need to be posted by Tuesday, April 22nd, 2025.

All remaining 2024/2025 donation accounts receivable invoices to be completed by Wednesday, April 23rd, 2025.
